The minister of Public Safety and Emergency Preparedness and the minister of Immigration, Refugees and Citizenship Canada are both responsible for administration and policies regarding Security Certificates, which are issued to remove a permanent resident or a foreign national from Canada for posing a security threat.
Immigration and Refugee Board of Canada is the largest independent tribunal that hears all matters pertaining to immigration appeals, admissibility, detention reviews, refugee protection hearings and refugee appeals.
Judicial review of administrative decisions and orders of the Immigration and Refugee Board, Immigration, Refugees and Citizenship Canada, Canada Boarder Services Agency and citizenship officers and judges is done by the Federal Court of Canada. Further appeal may be made to the Federal Court of Appeal on serious questions of general importance. A final right of appeal is available to the Supreme Court of Canada only if it involves a question of public importance or a significant issue or raises an important issue of law or mixed law and fact.

The exception to this is Nunavut and Quebec.
Quebec has a special agreement on immigration with the federal government, in which it has its own rules for choosing immigrants.

People with convictions of serious criminal offences or whose previous refugee claims had been denied by Canada, are not eligible to apply under this program.
Temporary immigration pathways consist of temporary entry visas and temporary resident visas for students and workers.
Temporary Resident Visas allow you to visit, study or work in Canada. According to the Immigration and Refugee Protection Act, applications for Temporary Resident Visas should be submitted under any one of the following categories:

A foreign national visiting Canada must submit a fresh application if he/she would like to work or study in Canada. If a foreign national would like to extend his/her stay in Canada, an application request must be filed for a visitor record online.
Letters of invitations are submitted in support of applications to help convince the immigration officer about the applicant’s additional financial support from friends and family.
Parent and Grandparent Super Visa enables families to reunite and stay in Canada for two years without having to renew the temporary visa and re-enter Canada multiple times in a ten-year period.
A foreign national who does not meet the requirements needed for a Temporary Resident Visa can apply to the minister for a Temporary Resident Permit to show circumstances that justify his/her entering Canada on a Temporary Resident Visa.
A foreign national wishing to work in Canada must apply for a work permit before entering Canada or upon entry to Canada or after entering Canada. The prospective employer must complete the necessary steps for the foreign national to be eligible for the work permit such as obtaining a Labour Market Impact Assessment (LMIA) or the International Mobility Program (IMP).
Foreign nationals who want to study in Canada must apply for a study permit. Study Permits allow foreign nationals to study in designated learning institutions in Canada. The Study Permit is usually valid for the length of the study period. The Student Direct Stream enables to get Study Permits faster.
Graduates of certain designated learning institutions are eligible to apply for a Post-Graduate Work Permit that enables them to work in Canada after graduating.
